Public Works Department
The Public Works Department is comprised of Engineering, Water Treatment Plant, Utility Field Operations, Street Maintenance, and Fleet Services. The department is responsible for the environmental management, design, construction, and maintenance of the street, water, sewer, and drainage infrastructure systems in the community.
Position Responsibilities
The Water Resources Engineer provides an emphasis in water resources engineering and management, sustainability initiatives, infrastructure project management development review relating to various engineering issues within the City; ensures compliance with city ordinances and policies, as well as knowledge of outside agency’s requirements; and communicates the project details and requirements to developers, contractors, and residents. The primary position responsibilities and areas of impact are:
- Manages the development and implementation of the City’s Local Water Management Plan. Manages water quality monitoring, modeling, and wetland conservation programs. Manages the implementation of the Solid Waste Management Plan. Oversees sustainability initiatives.
- Assists with short and long range planning of infrastructure including streets, utilities and drainage; coordinates projects with other agencies including state, county, and watershed districts.
- Manages the development and implementation of the Stormwater Capital Improvement Program (CIP). Creates a budget and administers recommended infrastructure improvements. Recommends adjustments to stormwater utility fees to maintain City’s stormwater utility fund.
- Responsible for the development, implementation, and recordkeeping related to the Minnesota Pollution Control Agency (MPCA) NPDES MS4 Phase II Storm Water permit. Participates in Total Maximum Daily Load studies and is responsible for coordination and implementation of all applicable requirements.
- Serves as the City's primary liaison with the MPCA, Board of Water and Soil Resources (BWSR), Minnesota Department of Natural Resources (MNDNR) and local watershed districts. Serves as a technical representative on all Technical Advisory Committees (TAC) and other advisory boards, as needed. Provides technical knowledge related to stormwater rules and regulations.
- Responsible for development and implementation of ordinances, plans, and programs that arise from new federal, state, and watershed district rules, requirements and mandates.
- Reviews and negotiates technical design solutions and agreements with developers/engineers and represents the Engineering Division in the development process and at the internal Development Review Committee.
- Manages and administers engineering and maintenance projects working closely with city utility crews; provides leadership, permitting and technical skills as needed; manages and provides leadership to other engineering staff regarding stormwater project work needs.
- Manages and implements the City’s floodplain ordinance as part of FEMA’s National Flood Insurance Program. Manages studies and projects aimed at reducing flood risk throughout the City.
- Manages staffing, workload and training of the City’s Water Resources and Sustainability Team including two full-time professionals and additional seasonal employees.
- Prepares technical written documents including feasibility studies and technical memorandums; develops agreements and specifications; manages design and construction of various city projects—including creek stabilization and pond improvement projects.

Position Requirements
Education: Bachelor of Science degree in Civil Engineering required; significant course work in water resources, hydrology, hydraulics, or environmental engineering preferred. Professional Engineering License preferred and required within one year of hire.
Work Experience: Minimum of 3 years experience working in a water resources related position required; municipal background preferred; work in a leadership role and project management experience preferred; supervisory experience preferred.
Technical Skills: Proficiency in MS Office (Word, Excel, and Outlook) and specialized water resources software (HydroCAD, SWMM, P8, MIDS, etc…) required. Ability to utilize AutoCAD and GIS systems preferred.
Physical Effort: Physical efforts include mobility around an office environment; outdoor activities such as observing and navigating on, around and through public and private infrastructure (streets, utilities, buildings, etc.); meeting with property owners; and visiting construction sites, grading sites, and various environmental areas. The position requires an ability to operate survey/outdoor equipment. Mental efforts include the ability to balance and prioritize multiple projects and initiatives with frequent work interruptions or changes in priorities.
Working Conditions: Most work involves a normal office environment. However, several outdoor activities occur where you are exposed to traffic impacts, construction and grading equipment, noise, dust, weather, etc. where safety equipment is required.
