The City of Yuba City is currently accepting applications for one (1) Human Resources Technician I/II. This is a key position within the Human Resources Department that demands great customer service, organization and accuracy. Employees within this classification work under general supervision and are expected to perform a variety of complex technical administrative work with only occasional instruction or assistance. Human Resource Technicians provide office support for personnel activities including payroll, benefit administration, workers compensation, and recruitments. The ideal candidate will be customer focused, have a strong attention to detail, and be able to multitask while managing frequent interruptions. The candidate must be able to work in a team environment and be committed to quality service and continuous improvement.

Required Qualifications:
HUMAN RESOURCES TECHNICIAN I:
Education: A bachelor’s degree from an accredited college or university in human resources management, business administration or related field.
Experience: No experience required.
OR
Education: Equivalent to an associate degree from an accredited college or university in human resources management, business administration or related field.
Experience: Two (2) years of increasingly responsible journey level experience in clerical and administrative assistance work, preferably in the personnel or risk management field.
OR
Education: High school diploma or equivalent. Some college coursework and/or human resources professional training is preferred.
Experience: At least four (4) years of increasingly responsible journey level experience in clerical and administrative assistance work. Preferably in the personnel or risk management field.
Licenses and/or Certifications Required: Possession of a valid California driver’s license is required.
HUMAN RESOURCES TECHNICIAN II:
Education: In addition to above requirements, two (2) years of experience
at a level equivalent to the City of Yuba City’s classification of Human Resources
Technician I.
Licenses and/or Certifications Required: Possession of a valid California driver’s license is required.
Positions in this class are flexibly staffed and are normally filled by advancement from the entry level; however; with management approval, an incumbent may be appointed to the II level if the incumbent meets the minimum qualifications.
Benefits
Salary: The current monthly salary for Human Resources Technician I/II is $3,343 - $4,471 per month.
Retirement: New employees into the CalPERS retirement system will enroll in the 2% @ 62 formula and pay 7% employee contriubtion rate. Employees meeting CalPERS classic member status will enroll in the 2% @ 55 formula and cost share 7% of the CalPERS employer contribution rate. The City does not participate in Social Security. Deferred Compensation: $100 per month is paid by the City.
Medical/Dental/Vision: The City offers an excellent benefits package with generous City contributions for employees and their dependents to health, dental and vision premiums.
Employee Assistance Program (EAP): The City pays for an EAP that offers services for employee and family members.
Life Insurance: $50,000 policy paid by the City for employee and $2,000 policy paid by the City for each dependent. Employees may elect to purchase additional coverage.
Tuition Reimbursement: $1,000 per fiscal year for tuition and $150 towards books (subject to approval).
Vacation: 13 days annually for new employees. Vacation accrual increases with time of service up to a maximum of 23 days.
Sick Leave: 12 days annually. Unlimited accrual with pay off provision upon termination of City employment with a minimum of 5 years of City service.
Holiday: The City offers 11 paid holidays per year plus 2 floating holidays and 80 hours of Administrative Leave annually.
Flexible Spending Account: Allows for pre-tax deductions for unreimbursed medical and dependent care expenses.
Computer Purchase Program: Assists employees in the purchase of computer hardware, software and peripheral equipment.
