EVALUATOR TO TRIBAL-BASED CANCER PREVENTION PROGRAMS
The South Puget Intertribal Planning Agency (SPIPA), an intertribal consortium based from well-qualified individuals or organizations to provide evaluation services. The agency’s Comprehensive Cancer Control Program (CCCP) and the Native Women’s Wellness Program (NWWP) National Breast and Cervical Cancer Early Detection Program are funded through a five-year cooperative agreement between SPIPA and the Centers for Disease Control and Prevention (CDC).
The SPIPA CCCP and the NWWP will offer a twelve-month contract funded at a maximum payable of $55,400: (CCCP: $5,400; NWWP: $50,000), contingent on continued grant funding, for the following scope of work: to design, coordinate and implement a formative evaluation of the agency’s Comprehensive Cancer Control Program and the Native Women’s Wellness Program.
The contractor, serving as the evaluator, must have current relevant expertise in:
1) Design and Implementation:
- Design and implement assessment tools and survey instruments to develop both qualitative and quantitative bodies of data.
- Capture meaningful and accurate data, perform statistical analyses, and use results to drive continuous quality improvement.
- Develop evaluation tools utilizing CDC evidence-based interventions.
- Examine the potential scope of the CCCP & the NWWP, identifying most relevant areas for producing meaningful outcomes (and conversely identifying areas where the program is still developing and thereby not ready for outcome measurement).
- Identify appropriate performance measures.
- Design and coordinate implementation of data collection protocols.
- Plan, implement, and maintain effective monitoring and evaluation systems (including databases and data collection instruments).
- Develop and implement a provider assessment survey that will measure the tribal-based providers’ performance in delivering or offering screening to clients.
- Create a performance measurement tracking tool to create a way to track and monitor baseline data and periodic progress updates.
- Establish baselines for performance measures by working with stakeholders to establish key questions, indicators, and potential data sources.
- Perform an annual clinic data collection by developing data collection tools and instructions; collect data; analyze data and QI activities; display and distribute data; evaluate the measurement process and determine how to improve it..
- Have experience with GIS, Electronic Health
2) Technical Assistance & Training:
- Provide technical assistance and training to the patient navigators at each of the participating Tribal Clinics on Management Information System (MIS) for patient navigation, providing direct technical assistance and monitoring as needed to establish quality data for reporting and case management.
- Participate in identifying implementation challenges that require priority attention to better ensure program efficiency and efficacy.
3) Communication:
- Oversee participation and implementation of a CDC rigorous multi-site program evaluation.
- Participate in engaging leadership, partners, and stakeholders to gain input on evaluation design, including the crafting of evaluation questions, and defining what would demonstrate success to determine how success is measured.
4) Products:
- Oversee and prepare program evaluation reports as required by the program’s funder.
- Update the five year evaluation plan to describe the overall approach or design that will be used to guide the evaluation.
- Identify specific evaluation project questions for the CDC Program areas of focus.
- Analyze an annual survey at community events with each of the five participating Tribes.
- Create five Tribal-specific and one aggregate report using survey data.
- Author an annual evaluation report.
- Present evaluation finding to stakeholders and funder.
- Work closely with the NWWP Coordinator to update a monthly and annual outreach report for the patient navigators.
- Develop a dissemination document on success stories.
- Update annual cancer plan.
- Provide clinical assessment report with an aggregate report at year five.
- Other reports as needed.
Conditions of Acceptance: You must have current relevant experience performing all the listed duties to be considered for this position. This is a contracted position and does not have benefits. Termination: Either party may cancel this Agreement for cause with immediate written notice to the other party. Either party may terminate this Agreement without cause upon thirty days (30) notice to the other party. Notice shall be provided in writing and shall not be effective until received by the other party, either through certified mail or personal delivery.
